The information booklet will be distributed in your local council in the coming days.

Educational initiatives in Sliema: A good year

2015 was a good year in terms of educational initiatives involving Sliema Local Council. The council has tried to reach out to people from different backgrounds so as to increase social inclusion and educational potential.  On behalf of the Council I would like to thank all educators for their work.

The storytelling initiative for kids aged between 5 and 7 is now in its fourth year. The initiative is held on Saturday mornings at the Margaret Mortimer Public Library, Blanche Huber Street, and helps encourage children to discover the wonderful world of libraries.

For the second consecutive year, a reading and writing course for kids was held in Summer. This course helps primary school children improve their skills in English and Maltese. This summer, 25 children participated in the course.

Beading, a consistently-popular course, is once again being held during the current months. This year’s course started in October and attracted 16 participants.

During the year, Sliema Local Council also held a number of talks in philosophy, art, health education, and heritage.

219 persons applied for the Sliema Lifelong Learning Courses, which are organized by the Ministry of Education with the collaboration of Sliema Local Council. Sliema council is proud that 11 courses are being held in this regard, namely: 

 -         English as a foreign language Level 2 – 25 applicants
-          English – 12 applicants
-          English as a foreign language level 1 – 22 applicants
-          English conversation – 24 applicants
-          French – 20 applicants
-          Health Wellbeing and successful Ageing – 16 applicants
-          Lace Making (open class) – 24 applicants
-          Maltese as a foreign language Level 1 – 24 applicants
-          Maltese as a foreign language Level 2 – 20 applicants
-          Spanish level 1 – 20 applicants
-          Spanish level 2 – 12 applicants

Sliema Council has also had very positive feedback for fitness classes (yoga and pilates), which are held in conjunction with SkolaSport.  

Sliema Local Council also proposed some other courses, which unfortunately did not attract a significant number of applicants. We hope that such courses will attract more interest in the future.

The Local Council is currently looking into new initiatives, and we welcome feedback from the public in this regard.  Indeed, when deciding on which courses to offer, two main considerations include public demand as well as success of previous courses.

We also look into the social and educational priorities of our locality. In this regard, Sliema Council is giving increased importance to the concepts of social inclusion and integration, and we are looking into possibilities of more courses which emphasize such concepts, particularly since Sliema is a locality characterised by much diversity.

I therefore invite those interested to send me any feedback or proposals regarding the possibility of new courses. Feedback on courses currently in place and queries related to education are also most welcome.

Summer in Sliema


As we head into Summer, the Sliema Local Council will be involved in various activities, events and initiatives.

The Sliema Arts Festival will take place between 17 and 19 July, and promises to provide an exciting mix of activities which will cater for different tastes and styles. One can read more about the Festival elsewhere in the Sliema magazine and in other local council promotional material.

During the summer months, much focus will be made on Sliema’s beaches. Daily requirements such as accessibility, cleanliness and safety are top priorities for the Local Council which works in collaboration with Government Departments and entities in this regard.

I appeal to everyone using Sliema’s beaches to keep them as clean as possible, and also not to park cars on the rocks or other no-parking areas. Unfortunately, litter such as dog droppings, cigarette buts and plastic bottles are ever-present, despite the daily clean-ups and enforcement from wardens

Accessibility is also a major priority in play areas and other facilities in Sliema. The upgrading of the children’s playing area at Independence Garden was recently awarded for its accessibility features. This was an encouraging achievement for the local council and inspires us to keep giving priority to accessibility in upcoming projects.

The Sliema Council is also highly concerned with the Chalet structure, which suffered damage during the Winter months. Discussions are on the way to see what can be done to ensure safety and devise alternatives to the decaying structure.

During summer, the Local Council will be providing lessons in reading and writing in Maltese and English for Primary school children. Besides, applications will for the highly popular courses in Lifelong Learning and Performative Arts will be available between July 15 and August 7 from this website: http://lifelonglearning.gov.mt/. A wide range of courses will be on offer for the upcoming academic year. Sliema’s public library at Blanche Huber Street will be open as usual and I invite residents to make use of its services, which include lending of books and internet.

On a final note, my roles in the Local Council have been confirmed by Mayor Anthony Chircop, for which I thank him. Hence, I have been confirmed as Chairperson for the committees for Education and for Accessibility and Disability; I am a member in the Finance, Tenders and EU Committees; and I also am a new member of the Committee for Public Gardens, Playing Fields and Promenade. My responsibilities for Coastal Environment and for Environmental pollution have been confirmed, too.

Educational Courses by Sliema Local Council - A brief overview of 2014/5 scholastic year

As the new scholastic year is progressing, Sliema Local Council is once again providing a wide range of courses at different levels and for different age groups. As an inclusive council, we strongly believe that courses should be accessible to everyone, including foreign residents, who are most welcome to participate.

Storytelling sessions for kids aged 5-7 are being held for the third consecutive year in the Council Library in Blanche Huber Street. The sessions are held on Saturday mornings between 900 and 1000 and are proving to be popular with participants.

Kids up to 3 years old are now being offered a new scheme called ‘Read With Me – Aqra Mieghi’ , which involves stories and rhymes in English every Tuesday between 4pm and 5pm at Sliema Local Council, and stories and rhymes in Maltese every Thursday between 4pm and 5pm at Sliema Local Council. This initiative is being organized under the auspices of the Ministry for Education.

As regards the national lifelong learning scheme for adults, Sliema Local Council is hosting the following courses: Literacy – Maltese; Literacy – English; Literacy – Science; Literacy – Maths; English as a foreign language; Maltese as a foreign language; Spanish Language and Culture; Zumba; Yoga; Understanding Child Development; Lace Making and Maltese Cultural and Natural Heritage. Sliema Local Council has also offered its popular course in beading, and will be once again organizing a course in basic computer skills for adults. More information can be obtained from the council.

In the coming weeks, the Committee for Education, which I chair, will be proposing a range of courses for the coming year, also taking into account the results obtained from courses offered in previous years. Lifelong Learning Courses at Sliema Local Council 2014/5

In the next scholastic year, Sliema Local Council will once again be offering a number of courses within the very popular Lifelong Learning scheme offered by the Ministry of Education.

The applications will be open between 18th August and 6th September, applicants can either apply online or go to the Council premises at Depiro Street – Council can apply online for applicants through their bank card.

Education and Accessibility

Education courses within Sliema Local Council are as popular as ever, and this inspires us to organize more courses.

Indeed, this Summer we will be organising language courses for primary school children – Maltese and foreign - as well as courses for adults in leading a healthy lifestyle through the food we eat.

In addition, Sliema will also benefit from Government initiatives namely a comprehensive summer school scheme (Skola Sajf), childcare facilities (Klabb 3-16), and a catch-up literacy programme for children benefitting from Complementary Education (Klabb Sajf)

In mid-August, Sliema will launch its proposals for Life Long Learning courses for the upcoming scholastic year, and applications will be accepted until 5th September. These courses are very popular, and Sliema is frequently cited as a success story due to the high participation rate of adult students. For the upcoming year, the Local Council has applied for a number of courses in Literacy (Maltese, English, Science; Maths); English and Maltese as foreign languages; Spanish Language and Culture; Zumba; Yoga; Understanding Child Development; Lace Making and Maltese Cultural and Natural Heritage.

Following summer we also plan to hold other courses including the ever-popular beading course and computer skills course for adults. Story-telling for children at the Council library will also take place for the third successive year.

Accessibility is a major priority in all courses and schemes. More details on both courses can be obtained by contacting the local council, through the respective Gov.mt websites or through the local council’s facebook page and noticeboards. One can also ask Sliema Local Council to add one’s address in the council email list, so as to receive such information.

On another note, in the first weeks of summer, the Local Council will inaugurate the new children’s play area in Independence Garden, which is going to be a flagship of accessibility. In this regard, Sliema Local Council carried out consultation with professionals and with experts in disability issues representing the Breaking Limits NGO so as to ensure that the swings are truly accessible.

Accessibility is also being given priority with respect to beaches in Sliema. We acknowledge that more needs to be done, yet a hands-on proactive approach is being adopted by Local Council.

Education is a priority for Sliema Local Council. By education, we don’t simply mean the awarding of certificates, but we are increasingly referring to various life skills and abilities which can be learned in an inclusive atmosphere, where participants share a sense of belonging to their locality.

During 2013, Sliema Local Council was busy organizing various educational courses. These included computer courses for children and adults, first aid, drama, nutrition, breast cancer awareness, alongside others such as the popular courses within the Lifelong learning scheme, which varied from languages to physical activity, with alot of other courses in between. The Lifelong learning scheme in Sliema is the 2nd most popular in Malta, and courses are fully accessible for persons with physical disability.

Investment in the public library in Blanche Huber Street ensured internet and Wi-fi access in addition to an ever expanding collection of books. Story-telling sessions for children, on Saturdays between 9am and 10am, are now in their second year. The library is also fully accessible for persons with physical disability.

Indeed, the Local Council is giving priority to the need for universal access to public services and infrastructure. Works on pavements, gardens and beaches are examples in this regard. Other plans for the future include having more accessible swings and playing areas.

We are also one of the only five local councils to assign dog-friendly beaches. Part of the beach in Tigne’ near Fortina hotel has been assigned for this purpose, and by next summer we intend to have it better equipped.

Sliema Local Council has also been meeting the Bicycle Advocacy Group to increase awareness on the rights of pedestrians and bicycle users. We are doing our utmost to ensure safety for everyone, yet it is important to point out that we depend on approval from Transport Malta for certain initiatives which we are proposing.

As regards the environment, one main initiative by the local council was our official feedback to MEPA for the Local Plans public consultation process. Amongst others, Sliema Council expressed its opposition to more large-scale development similar to those at Tigne’ Point and Fort Cambridge; that the coast should be free from further development and should be fully accessible to the public; that permitted building heights should not increase, and should actually decrease in certain cases; that the area near the Police Station should be revived so as to function as a community centre with public services; that a park-and-ride scheme to Sliema be introduced at Manoel Island; that Tigne’ seafront should remain residential rather than be commercialized; that development in urban conservation areas should not simply preserve facades, but also important internal characteristics; that more buildings be scheduled; and that MEPA dedicates more funds to compensate for the impact on development in Sliema.

We expect MEPA to give the Local Council proposals the importance they deserve.

Lifelong Learning Courses in Sliema 2013/4

Sliema Local Council will be participating in the Lifelong Learning scheme, in partnership with the Directorate for Lifelong Learning (Ministry for Education and Employment) for the coming year, 2013/4.

To date, Sliema Local Council is one of the two most popular local councils as regards lifelong learning courses.

From the coming year, all courses offered in Sliema will be fully accessible for persons with physical disability, and, as in previous years, will be fully accessible to non-Maltese residents, in line with the Local Council's drive for full accessibility and social inclusion.

Disability, Education and Maritime Affairs

It is with pleasure that this is my fourth legislature as Sliema local councillor since 2003. It is also very satisfying to note that the previous council won a vote of confidence in March’s local elections. The positive and forward-looking attitude by councillors and staff surely played an important role in this regard.

My responsibilities for the 2013-17 legislature are issues related to disability, education and maritime affairs. I also form part of the Council’s committees on finance, public offers and EU affairs.

In this article I wish to point out some of my priorities in the respective fields.

As regards disability, it is important to note that there are various forms of disability. Despite the increased awareness on the rights of persons with disability, ignorance still persists on this issue. For example, people with disability should not be seen as one homogenous group. There are various degrees and types of disability, from the physical to the intellectual and such identities intersect with other identities that each individual has such as gender, class, sexuality, age, and ethnicity. If one translates this to social policy, one would realize that, while all persons with disability should have their rights guaranteed, one cannot adopt one-size-fits-all policies. Persons with disability should have full access to the political, social, economic and cultural spheres of everyday life. Otherwise, it would be society which is disabling people.

One important priority regarding disability is to ensure that Sliema is a fully accessible locality. The current council is working on safer pedestrian pathways, more accessible pavements and public buildings and more accessible beaches. We also intend to ensure that all public spaces, including playing fields, are fully accessible.

As regards education, the Sliema Local Council will shortly launch the Lifelong Learning scheme for 2013-4. As was the case with previous years, the scheme was very successful last year. Next year we aim to further diversify courses on offer, where we also aim to include courses related to wellbeing, social and cultural issues and healthy living, in addition to language courses.

Following various upgrades at the Sliema Library, which is situated in the Primary School building, this year we aim to keep giving this service the importance it deserves. The library is constantly purchasing new books and also offers services such as storytelling for children, internet access and WI-FI.

As regards Maritime Affairs, one main priority is to ensure that beaches are well-organized, accessible and clean. It is for this reason that apart from the public cleaning services, Sliema Local Council works with NGOs and civic-minded persons for beach and underwater clean-ups. As regards the latter, much more awareness has to be created. This is important not only for the maritime ecology, but also for our diving industry, which is an important touristic niche. Sliema Local Council is also ensuring that beaches are not glorified carparks.

Another initiative in which I am involved with other fellow councillors is the drive to make Sliema the most bicycle-friendly locality. Last year we increased bicycle racks, but now is the time to introduce policies to make sure that this green form of transport is enhanced. Bikers’ and pedestrians’ safety is a key priority in this respect. For this reason, Sliema Local Council is regularly meeting persons involved in the field, including members of the Bicycle Advocacy Group.

I wish to emphasize that in various matters, Sliema Local Council depends on approval and/or assistance from Governmental Ministries/Departments/Authorities. In relation to local council reform, this is is a matter that in itself deserves due attention and discussion.

Beaches and Education (2)

In the last edition of the Sliema Local Council magazine, I highlighted some of the work done by Sliema Local Council in areas under my responsibility as local councillor, namely maritime affairs and education respectively. In particular, as regards maritime affairs, I referred to issues such as beach cleaning, accessibility in beaches, bicycle racks, swimmers’ zones, enforcement against littering, and the proposed upgrading of the Taormina area.

As regards education, I referred to initiatives such the lifelong learning programme and storytelling for children at the Sliema public library.

In this article, I would like to discuss some recent developments in these two areas.

As regards maritime affairs, the Sliema Local Council approved the proposal of a bye-law to regulate Bar-b-ques. This was discussed in the maritime subcommittee which I chair, and I also invited residents to send me proposals.

In short, Sliema council is proposing that even though no prior authorization would be required from the council to authorize BBQs, due its unpractical nature, those organizing such events would be held responsible for their activities.

We are proposing the application of existing legislation regarding littering; that no loud music or excessive noise pollution would be allowed; that no cars would be allowed on the rocks/beaches; that no open fires would be permitted on rocks/beaches and that BBQs are to be held on BBQ equipment. If these proposals would be approved by the respective authorities, the bye-law would be in place Green wardens would then have better facility to enforce accordingly. Thus a balance between peoples’ recreational activities and responsible behaviour on public land would be reached.

As regards education, with pleasure I announce that the lifelong learning courses in German, Spanish, Russian, Arabic, Italian, French, Maltese, English, Lace Making and Energy Saving are proving to be succesful, with high attendance. This only ecourages
Sliema Local Council to keep investing in education.

I am also proud to announce that the Sliema library hosted library day on 5th December, is being made more accessible through investment in a wi-fi system. The library area is also being given greater attention, for example through better signage. Story telling sessions for children are being held every Saturday morning from 9am to 10am and a variety books are being purchased, including for persons with special needs. The library has also benefitted from kind donations.

Beaches and Education

In this article I would like to highlight some of the work done by Sliema Local Council in areas under my responsibility as local councilor, namely maritime affairs and education respectively.

One of the main challenges faced by the Sliema local council this year was beach cleaning. For this purpose, and for other matters related to beaches, a subcommittee chaired by myself was formed. We highlighted main challenges to the Cleansing Department and to the Malta Tourism Authority, and various improvements were made, such as placing of practical bins and increased cleaning efforts. However, various challenges remain. We should avoid having our beaches littered with dog pooh, plastic bottles, cigarette butts and other waste!

Suffice to say that a civic-minded NGO, 'That's Rubbish', carried out two beach clean-ups from Fortizza to the area past Surfside lido, in collaboration with Sliema Local Council – and a total of 65 Kg of cigarette butts and other waste were collected in one instance and 40kg in the other.

Another challenge relates to accessibility in beaches. In this regard, I am pleased to report that following the local council’s collaboration with Malta Tourism Authority, various ramps and ladders have helped increase accessibility in our beaches. The increase in swimmers’ zones also helped increase safety. I am pleased to announce that Sliema Local Council has applied with Transport Malta for two new swimmers’ zones next year, namely another one at Exiles (under the Taormina area, to the left of the pier) and one at Qui-si-sana.

Sliema Local Council is also considering introducing a bye-law to regulate Bar-B-Ques, in order that people may recreate themselves responsibly, thus ensuring that beaches are left clean. I invite those interested in sending suggestions in this regard to email me with your feedback.

In order to promote green mobility in Sliema, we have also installed four new bicycle racks along the Sliema promenade, from Exiles to Ghar id-Dud, and near the pedestrianized Bisazza Street. This will make life easier for cyclists, and will hopefully help contribute to the greening of Sliema.

Enforcement by wardens has also been increased at Sliema’s beaches, particularly with regards to cars parked on the rocks under it-Torri and to those who litter our beaches with dog pooh. Such enforcement will remain in place until such problems are done away with.

Sliema Local Council has also approved plans for better management of parking, berthing of boats and swimming in the area under Taormina. Following consultation with fishermen, garage owners and others, the Beaches and Transport subcommittees proposed a plan which was approved by the Local Council and which will hopefully increase safety and accessibility in the area. It was very difficult to please everyone to the full, but the approved plans take into consideration the different interests and needs of the area.

An exciting project supported by Sliema Local Council is the Putting Colour Into the Streets Project by the ‘Troglodyte’ artists, which in the case of Sliema includes the painting of murals at Qui-si-sana beach. This is surely a breath of fresh air when compared to the drab grey cement walls which were previously in place!

As regards education, one of the successes of the local council was its lifelong learning programme, in collaboration with the Lifelong Learning Directorate and the Department for Local Government. Various courses were held, and participation was very good. Another series of courses will take place between October and May. The areas under consideration, depending on demand from prospective applicants, including the following: Litterizmu fil-Malti; English Literacy; Maths/Numeracy; Maltese as a foreign language; English as a foreign language; French; German; Spanish; Italian; Russian; Arabic; Lace-making and Energy-saving initiatives at home.

The Sliema Local Council is also actively supporting its library, and a new service was introduced, namely story telling for children, which is carried out by librarian Ms Therese Attard Previ. These sessions are held on Saturday mornings between 9am and 10am. Even though turnout in the Summer months was rather low, one expects a higher turnout in the coming months. Those interested in registering their children for this educational opportunity are kindly requested to contact me with their details.
